Support to Municipalities in the Clean Energy Transition – Implementation of Integrated Building Renovation Services
The main objective of the RenOSS project (LIFE-RENOSS-PL) is to support Polish local governments in accelerating the pace and improving the quality of public building renovations. The project implements a comprehensive One-Stop-Shop model, which integrates technical, financial, and legal support, helping municipalities carry out ambitious investments in a zero-emission standard.
Specified project objectives:
Strengthening the long-term organizational, financial, and technical capacities of public authorities (municipalities) in planning and implementing ambitious building renovation projects using renewable energy sources (RES). Implemented through:
– Development of a knowledge base and tools to support municipalities in building renovations.
– Provision of a tool for the periodic collection and assessment of building-related data.
Implementation, testing, and development of integrated One-Stop-Shop (OSS) structures. Implemented through:
– Testing two regional One-Stop-Shop centers with pilot projects for public buildings compliant with ZEB/nZEB standards.
– Integration of services within OSS centers to support investment processes.
– Increasing the availability of support at the national level through model replication: 4 additional OSS centers by the end of the project.
Encouraging public entities to act as change leaders in the energy transition process. Implemented through:
– Creation of a platform for dialogue, knowledge sharing, and best practices exchange.
– Information and educational activities to raise awareness of the public sector’s role in building renovations.
– Dissemination of proven solutions to other regions in Poland, aiming to increase the scale of public building renovations nationwide.
How will RenOSS support municipalities?
Within the project, we will implement two levels of support for municipalities:
- Physical OSS centers in the pilot regions – Silesia and Masovia
- Nationwide online services
In both options, municipalities will have access to advisory support in the following areas:
- Technical
- Financial
- Legal
- Organizational
Selected core advisory services will be available to all local government units (LGUs) in Poland, either remotely or via an online platform – coming soon.
